Speaking on the inaugural topic Mr. Ganesh Tyagi, social worker, Dhanbad said that usually displacement is done in the name of development. Hence Indian government’s development policies needs to be analyse. India's developmental policies are decided by arya brahmins (Bureaucrats). The development policy creates displacements. If we look at planning commission, then also we can see only arya brahmins deciding the policies. They decide such policies that most of the hutments are uprooted.
Constitution had provided many rights to the depressed(indigenous) class. But in the name of interpretation, the brahminical people misuse the constitution. They displaces the SC/ST people and establish big factories on their land. Since I am a working in one of the coal mines. I will elaborate more in my field. Before nationalising coal sector, there were many companies which were running the factories as per their own directives. But after nationalisation of this sector, the planning commission had implemented such policies which displaced most of the villages. This belt (Choota Nagpur) is the birth and work place of tribals (Sansthal, Birhoro etc.). Most of the coal sectors established here are on the land where these tribal people were residing. They were cultivating their own land. This was the only tool of their survival. They were not aware of, beneath their houses there lies huge deposit of coal. Before nationalisation, few companies were handling coal sector and they were also producing only few coal deposits. But after nationalisation in 1971, development policies were formulated and open cast mines were opened, which resulted in displacement of most of the tribals.
Even, Bokaro steel city is built on the tribal land. They were uprooted from this place. Nobody is cared of those tribal people, where had they went?
The same is the situation of "Damodhar". One dam was constructed there in 1961, Now it is in "Panchet". Right from 1918 to 1943 there was flood for 13 times. To overcome this flood situation Britishers constructed this dam. This dam is uptil now constructed five times. This development had displaced almost 4500 tribal people. But nobody cares about it.
Most of tribal people, while displacing, are assured of getting jobs, house and reimbursement of the land. Some of the villagers were employed to dig the land with 1.5 paise daily wage. One of the tribe lost 3.5 acre of land with an reimbursement of just Rs.300/-. But the villagers were employed for just a year, thereafter no work. This resulted in creating a situation of famine. Due to displacement only 10 to 15% people got benefited. The reimbursement was to such a low extent that they could not even construct their own land.
Planning commission always plans new policies in the interest of few high caste people. They always think of their bribes.
Speaking further Mr. Ganesh Tyagi said that there are few new projects, one of which is about the national highway. This highway is to be built from Baharagoda to Barahi, which is of 333 kms. To construct this highway 5kms of land on both side of the road is vacated. The purpose for vacating the 5 kms of land is to pave a road for multinational companies and big businessman of India to establish big plants. We can imagine that this projects is going to effect almost 500 to 700 villages within 2-3 years. Where these villagers of 500 to 700 villages will go. Most probably, they will also be on the road, as the people where due to "Damodar" "Bokaro Steel Plant", "Coal Mines", project.
People who are displace due to these projects stood against their displacement, but the military and paramilitary forces misuse their powers and against most of the revolt, tribals get killed. It is seen that wherever tribals start their movement, the brahminical forces misuse their power against tribals.
