Inaugurating the second national convention of Mulnivasi Sangh Dr. K.S. Chauhan, Adv. Supreme court, New Delhi said that when Dr. Ambedkar was running a social movement, he used to take help of the judiciary. Judiciary has its two parts. It keep the social control also spread equality in social life. Dr. Ambedkar, while drafting the constitution stressed on social equality. The degraded caste system proposed by arya brahmins was discarded by the constitution and provisions were made to destroy the system. Before the implementation of the constitution the person who was born in an untouchable caste was considered as degraded and those who were born in brahmins house was considered superior. But the constitution doesn’t recognise this discrimination.
As we proceed with social equality and demolish the degraded caste system the problems are going to multiply by the benificiaries of the system. You might be knowing about the review of the constitution. But there is not any provision in the constitution to review it. We had put a case against this, but Supreme court said that the constitution review commission is only an body to suggest modifications if any in the constitution. There is not any provision in the constitution to review it but there is a provision of amendment and uptil now, there were 83 amendments made in the constitution. Besides 83 amendments the basic structure of the constitution is not changed. Then why the propoganda of review of constitution.
The constitution can be reviewed when there is social equality. The social equality will come into picture when the provisions in the constitution are implemented fully. The rulling castes are not implementing it so there is no social equality. The postal department is under the telecommunication ministry. One of the member, Mr. Bhagwan Das was eligible for becoming secretary in that department, but the social system came in between his promotion and even Paswanji had done nothing for him. Some of people utter that if we have even one minister then our problems can be solved, but the example proves it is not. But if the minister is not able to do anything within his department, then what is the use of this minister.
Further he said that there can’t be any social revolution within a day or two. It is a time consuming process. But considering today’s situation, the future is in favour of us. It is an historical fact that we are the original inhabitors of India. Those who came here and conqured India and made us slave had tried to depressed us. Due to this depression some of our co-brothers went to forests and are called adivasis. Some are called untouchables. The shudras were touchable castes but there social development is nill.
Arya brahmins came here and used the principle of “divide and rule.” It is said that divide and rule was the theory of britishers, but it is not true. This was the theory of brahmins. They not only used the policy of divide and rule but conspiracily kept the indigeneous mass away from education. We get education only through constitution and struggle of our fore fathers. In 1980 Mandal commission proposed reservation for 3743 castes (OBC castes). The brahmins got thrilled with this proposal and considering future impact of this they came out with the proposal of Liberalisation, Globalisation and privatisation. Some people say that it started in 1992 but it is not true, it was started right from 1980.
Further Dr. K.S. Chauhan said that in one of the judgement, Punjab High court gave an judgement that in MD/MS course there will be no reservation provision. But article 16/4 says that there is reservation provision for the SC/ST class. But high court is giving a judgement, that there will be no reservation. All these judgements against SC/ST are coming only due to non-representation of SC/ST/OBC judges in the Supreme court.
Recently one proposal report on constitution review commission had been published. In it they had proposed to hand over the education system to NGO’s. If NGO’s came into picture for implemention of education policy then entire government money will divert to NGO’s. Almost 99% NGO’s are run by arya brahmins. So all the benefit will go to arya brahmins and once again the indigineous mass will be made slave. In 1993 one NGO approched Indian government to help for research on Buddhist culture. The case was handed over to Mr. Pande. He used three books and made one 90 pages book and handed over the book to Japanese Institute. For this he got 43,000,00 rupees, like this NGO,s are working. We can analye what will be the impact of this on coming generation. Definitely they will become once again slave.
