Why are the Dalits still not Developing?

Is it because of the stupidity of the Dalit

Wanting always to Invent Wheel afresh?

Willing never to learn from their seniors'

Efforts failures sufferings shortcomings?

Successes knowledge and experiences?

Achievements progresses and creations?
